Note: The PS community will undergo a transformation over the next several years. The primary aspect of the transformation is the PSD Afloat initiative. The PSD Afloat initiative will reduce the PS manning and remove the majority of Personnel functions from ships, squadrons, and other deployed units. This will cause the rate to be more shore intensive. As the billets are moved ashore over the next several years, the rating will become increasingly smaller as civilian substitutions take place at PSD Afloat and in other PS jobs. The civilian substitution process began in Fiscal Year 2008 and is scheduled to be complete in Fiscal Year 2012.
